About the EUREKA Network

EUREKA is a long-standing European initiative that funds market-oriented R&D projects across a wide range of technology fields. Established in 1985 through the Hanover Declaration by 17 European countries and the European Community, the network has since grown to include 48 participating countries plus the European Commission. Each member country supports international collaborative projects through its national budgets.

Since June 23, 2000, the Republic of Croatia has been a full member of EUREKA.

EUREKA promotes partnerships via multilateral projects aimed at enhancing European competitiveness. The projects typically result in new products, services, or processes based on advanced technologies with strong market potential.

Mission and Objectives

The core mission of EUREKA is to stimulate company investment in R&D, boosting innovation capacity across Europe. By encouraging collaboration between businesses, EUREKA leverages international partnerships to develop innovative and globally competitive products, services, and processes.

  • Supports high-quality, market-driven R&D projects with strong commercialization potential.
  • Promotes European technological competitiveness.
  • Operates with a “bottom-up” approach — no thematic restrictions; projects from any technology domain are welcome, as long as they serve a civil purpose and aim to create new products, processes, or services.
  • Emphasizes flexibility, speed, and simplicity in procedures.
  • Acts as a forum for policy dialogue among governments to strengthen the European innovation ecosystem.

EUREKA Programmes Supported in Croatia

  1. EUREKA Network Projects

These form the core of the EUREKA initiative, supporting SMEs from all sectors and technologies to develop new products, services, or processes—either independently or with R&D institutions—through international cooperation.

  2. Eurostars Programme

A joint initiative by the EUREKA Secretariat and the European Commission, Eurostars targets research-performing SMEs. The European Commission contributes up to 25% of public funding. The programme has no thematic restrictions and supports projects developing new products, processes, or services for civil applications.

For Croatian Applicants

EUREKA provides a clear path for Croatian SMEs to participate in international R&D projects through national submission procedures.
